Mr. Aguilar is a partner with VTD providing accounting and advisory services to governmental agencies throughout California. He is currently providing services to cities, counties, K-12 school districts and community colleges.
Prior to joining VTD, Mr. Aguilar began his professional career working directly in city government business offices and served for two years as a licensed investment banker and financial advisor for a banking firm. This unique background and expertise has provided Mr. Aguilar with a business office perspective that provides real-world advisory services to his clients.
As a speaker and trainer, Mr. Aguilar is a sought after lecturer on cash management and bonded debt. He understands the intricacies of arbitrage calculations required for governmental agencies with general obligation bonds and the need for clear cash management policies related to the spending of these monies. His practical knowledge of the intricacies of debt financing for governmental agencies includes Mello-Roos Districts, Certificates of Participation as well as general obligation bonds. This knowledge is also provided to our staff at the VTD professional development workshops.
He has assisted cities in the development of long-range capital improvement plans – matching the financing strategies with the funding needs. He has also assisted cities in the appropriate accounting for developer fees and redevelopment agency issues.
Mr. Aguilar has provided advisory services to cities in preparing and obtaining the GFOA award-winning financial reports (CAFR’s). These reports require specific reporting information to be provided within the audited financial reports and strive to provide transparency and accountability in governmental financial statements.
Mr. Aguilar is a member of the Governmental Finance Officers Association of the U.S. and Canada since 1987. He has also been a member of the California Society of Municipal Finance Officers since 1981.
