Mr. Williams is a California Certified Public Accountant and a partner with VTD. Over the past eighteen years he has focused his practice within the governmental accounting, auditing and advisory arena. Primary service areas are to community colleges, K-12 school districts and county offices of education as well as charter schools.
Mr. Williams has been recognized for his expertise in Single Audit compliance requirements and all financial and compliance aspects in the public education agency arena. The addition of the American Recovery and Reinvestment Act (ARRA) has placed a higher standard for transparency and accountability for agencies receiving these funds and the expending them within the stated guidelines.
General Obligation Bonds issued under Proposition 39 legislative guidance are required to annually obtain both a financial statement audit and a compliance audit to assure the voters of the community that monies have been spent on projects that were approved by the local voters. Mr. Williams understands these compliance requirements and the need for accountability and transparency with these monies. He provides the Proposition 39 required audits for many K-12 school and community college districts.
As a trainer, Mr. Williams is a much sought after speaker at the annual California Association of School Business Officers (CASBO) school district conference. Workshops currently being provided to our clients under Mr. Williams’ direction include Single Audit compliance, updates to Governmental Accounting Standards Board accounting pronouncements, Associated Student Body Fund accounting, attendance compliance and accounting and internal control best practices.
Mr. Williams is also one of the primary speakers for our in-house training on a variety of topics all related to accounting and auditing of community college districts, general governments, and K-12 school districts.
Mr. Williams is a member of the American Institute of Certified Public Accountants and the California Society of Certified Public Accountants (CSCPA) and the California Association of School Business Officials (CASBO) – Central Section Research and Development Committee.
