Mr. Balsano is a partner with VTD specializing in providing business management advisory services to educational entities throughout California. With over twenty-seven years experience working with K-12 school districts and county offices of education, Mr. Balsano is recognized as an expert in the complex accounting and budget development and educational business management issues currently facing the California educational entities.
Prior to joining VTD in Mr. Balsano worked in the educational field for thirteen years as a school district Chief Business Official. This perspective provides a ‘real-world’ view to the advisory services that he now provides. He is able to apply his experience with the regulations to budget development, revenue projections, cash flow analysis and negotiations strategies to the actual business and accounting realities that are a part of the current economic environment.
Mr. Balsano has assisted his clients in verifying revenue-limit calculations, preparing multiyear financial projections and the effect on fund balance reservations. He has worked with negotiating teams as a recognized expert in fact finding. Additionally he is able to draw on the experiences as a Chief Business Official when assisting with operational reviews and business office organizational studies.
Mr. Balsano is a recognized speaker at both the state and local level presenting at CASBO year-end closing workshops as well as the annual CASBO conferences. He served on the original California Department of Education Financial Management Advisory Committee in setting standards for K-12 school district financial reporting models.
As a leader in the education financial field, Mr. Balsano provides frequent workshops at the Firm’s internal professional education course. These courses prepare our staff as the provide audit services to the educational community and assists in understanding and communicating the requirements associated with reporting financial activity to management, governing boards and the state.
Mr. Balsano currently serves on the California Association of School Business Officials (CASBO) Associate Member Committee and for over 10 years served on the CASBO State Legislative Committee. He is active in the community serving as a member and past president of the Rancho Cucamonga “Sunrize” Rotary Club.
