Mr. Cook is a California Certified Public Accountant and a partner with VTD. Over the past thirty-five years he has focused his practice providing tax and accounting management services and accounting, auditing and advisory services to governmental and not-for-profit entities.
Mr. Cook’s tax practice provides the opportunity to provide tax planning and compliance advice to individuals, partnerships, and a variety of business entities filing federal and multi state tax returns. He has assisted his clients through mergers and acquisitions, tax resolution conferences and estate planning needs.
Mr. Cook is currently the Chair of our K-12 School Practice Group and has been recognized for his expertise in the reporting and accounting requirements that are unique to K-12 school districts and county offices of education under the oversight of the California Department of Education. The Single Audit compliance requirements and the requirements set forth in OMB Circular A-133 have received more scrutiny as the addition of the American Recovery and Reinvestment Act (ARRA) has placed a higher standard for transparency and accountability for agencies receiving these funds and then expending them within the stated guidelines. Mr. Cook works with agencies throughout California to ensure the compliance requirements are understood and monitored at the district or county office level.
He has provided advisory services in the area of training district staff on the accounting and reporting requirements related to debt issuances such as General Obligation Bonds issued under Proposition 39 legislative guidance, Certificates of Participation and other long term obligations as well as providing updates to the Governmental Accounting Standards Board accounting and reporting requirements.
Mr. Cook is also one of the primary speakers for our in-house training on a variety of topics all related to K-12 school district accounting, auditing and compliance.
Mr. Cook is a member of the American Institute of Certified Public Accountants (AICPA) – Tax Division and the California Society of Certified Public Accountants (CSCPA) and the California Association of School Business Officials (CASBO) – Southern Section Research and Development Committee.
